xampp apache服务未启动？

我什么都试过了：
重新安装应用程序5次
将端口从80更改为8080，将443更改为4343
使用apache start bat文件
在线寻找进一步的解决方案。
更改uac设置（但请注意，我不知道是否必须禁用它。设置为“从不通知我”）
我卸载了skype（我的意思是无论如何我都不会使用它）
控制面板中的官方错误：

查看一下日志，服务器名称似乎与ssl证书上的名称不同。

这个问题通常是由 point (5) Changing UAC settings . 通过安装 vcruntime140.dll 不要解决问题。
这可能是由于安装其他版本的php或不同版本的php（卸载php并再次尝试安装xampp）造成的。
