Describe what happened (or what feature you want)

CPU usage data is collected every second, and if exceed the threshold in one second, will cause system flow control faliures, but in production enviroment, we found that even when average cpu usage is 30%, there would be times CPU peak reach very high in a short period (CPU jitter), this will cause faliures

Why not support some smooth technique such as the Low Pass Filter?

How to reproduce it (as minimally and precisely as possible)

In production envrioments, CPU jitter will cause failures，which is not prefered...
