当您没有为所需的运行配置设置工作目录时，会发生这种情况。
如果您使用IntelliJ，则可以将 $MODULE_WORKING_DIR$ 指定为“工作目录：“，这样应该可以解决您的问题。

当Spring TestContext框架为一个使用@WebAppConfiguration注解的测试加载一个ApplicationContext时，它实际上加载了一个需要ServletContext的WebApplicationContext。在集成测试中，Spring为您创建一个MockServletContext，并将resourceBasePath设置为@WebAppConfiguration注解中value属性的值。
如果您已经阅读了@WebAppConfiguration的Javadoc，您就会注意到默认路径是src/main/webapp。
因此，答案是您没有遵循WAR项目的Maven约定。换句话说，src/main/webapp不是Web内容的根。相反，在您的项目中它是WebContent。
按如下所示更改@WebAppConfiguration的声明应该可以解决您的问题。

我试过山姆提供的解决方案，它不适合我。
因此，我尝试将tiles.xml放到resources文件夹中，因为我知道它只需要能够在上下文中查找即可。
我知道这不是一个合适的解决方法，但它对我很有效。
