端口没有被占用，也不能启动eureka中也没有
复现
通过如下步骤可以复现：
- 部署在阿里云上的默认使用的是localhost本地无法使用，连接时会使用内网IP
- 停止过程中报错
- 然后就出现了这种情况，起不了
